Garay is hardly a top-ranked defender, at Real Madrid Mourinho decided he wasn't even good enough as a back-up and I don't think he's a regular starter for Argentina. £17m is a little steep I'd say. IIRC he played against us while on loan at Racing Santander in the UEFA Cup in 08/09.

Why do they need this guy? They've got the worlds best centre back and future England captain Jones, the second best defensive prospect this country has in Smalling, and Britains best ever Centre back in Evans. Seriously how many centre backs do they need though, it's hillarious how they seem oblivious to their midfield issues.
