Your second last paragraph is spot on.The hope would be, that he has another breakdown. That would be better than LVG, Moyes, Giggs, anything. He turns up like the Messiah, falls out with everyone & has them in 14th.
I don't think it would be difficult for a decent manager to make a competitive team out of them, Leicester are top of the Prem after all.

They stayed alive through all that period by picking up occasional cup wins & bullshitting pre season every year, that 'this year is our year' & all the media jumping on the bandwaggon. They were, what Liverpool are now but often less exciting to watch.
Docherty & Fat Ron had them playing a bit of entertaining stuff tbf, but some of the bilge Ferguson served up in his early years, was diabolical.
