The impression I've always got is that when it comes to HMRC, City are squeaky clean compared to, ahem, certain other clubs. Yet apparently we're the real villains because back in 2014 we were deemed to have breached some new shitty financial regs designed to maintain the status quo - regs that even if we had blatantly rode roughsod over (which we didn't) wouldn't have ended up with anyone doing porridge, whereas tax dodging does.
Furthermore, those regulations were altered after we’d sent in our financial results, which would have seen us pass them, if the original standards had been maintained.
 
Gollum still reeling out the "United DNA" gobbledygook in his latest press conference to cover up his complete inability to talk any semblance of tactics and to keep his adoring supporters all gooey and misty-eyed of times gone by.

I think we would have failed narrowly anyway, per @Prestwich_Blue, but that's old hat now.
We failed regardless but the change in the calculations around allowable wages meant we couldn't use these in mitigation. Had we been able to do so we shouldn't have faced any sanctions.

In the end, the sanctions made bugger all difference and may even have helped us by effectively wiping out our previous big losses.
