There are 3 trains a day between Sydney the pretend capital and Canberra the real one. 3 ! You cannot get a direct train from Melbourne to Canberra and the whole rail system is underfunded and wank.

This is true. It is probably because they want money for alcohol or drugs instead. Most have some form of addiction or dependency.
I did the same as you, went in a couple of shops (poundland and home bargains, it both within touch distance) bought drinks, sandwich anti bac handwash (it was cheap and summer 2022, thought might as well give him something to wash his hands if he is on the street all day).
Deliberately picked out a sandwich I thought he was more likely to eat (chicked salad).
Gave it all to him and thank you I got didn't seem to be genuinely pleased.
It’s not important if they are grateful though, your small act of genuine kindness is what counts. If they throw it in the bin, or swap it for change, it's their choice to make.
I always ask them what they want first and then get them something completely different.I’m not knocking people for showing kindness but I’ve always thought it a bit odd when I see people buying food for a homeless person sat outside a shop, without asking them what they’d like first? Don’t think any of us would dream of buying anyone else lunch without asking them what they fancy first.
