There are two factors which will get in the way.
The first is that SCOTUS has hobbled all Federal Agencies. They ruled that these agencies cannot make detailed regulations to give effect to legislation, as that is tantamount to legislating. SCOTUS ruled that only a judge can interpret legislation into detailed regulations. A guarantee of a legal minefield causing delay. Oh, and bad regulations.
The second is Trumps avowed intent to remove all permanent civil servants who cannot demonstrate loyalty to him and replace them with political appointees. Guaranteed inefficiency.
