I don't know how old you are but I can remember the 70s and 80s when football fans and striking miners (and others) were treated like scum. They had their movements restricted by local byelaws backed up by thousands of police, in some areas backed up the army. Football fans were randomly arrested and attacked by the police. The measure of a disease isn't just the rate of death. If every person in the country needed a ventilator but didn't die it would still be pretty serious. The conspiracy theories about governments just doesn't even stand looking at.
