your logic is flawed. the value gold seats keep the price of other tickets (including season tickets) down.
They are limited in number and used to fill in single seat gaps between blocks of other season ticket holders. If they were not sold as value gold season tickets, then for the vast majority of games they wouldnt be sold at all. Single seats are notoriously hard to sell on a match by match basis.

so because someone goes on there own, they are keeping the prices down for everyone else, dont really understand that tbh, also not all gold seats are singles, joint applications are put together, i also know someone who earns well in excess of 50k, who has one every year, never bothers with cup games, or away games, just takes the cheap ticket. Good luck to those who get them, and good luck to those who genuinely deserve a cheaper ticket, but i am sure everyone would have liked a bit of help with cost.
"value gold" are all single. no one gets put together.
as you dont understand about the effect on pricing, i will explain again.
single seats are hard to sell on a match by match basis. generally they go unsold so the club get no revenue from them. The club needs revenue so will put up the price of other tickets to get it. The value gold tickets fill up those single seats between blocks of other season ticket holders. the club therefore get revenue and so are under less pressure to put up the prices of other tickets.
and yes rich people by cheap tickets, but unless you introduce some kind of means test how would yo stop it?
