don't see the point, if a ref lines a wall up properly then he doesn't need to look away from the wall, thus can easily see if they've moved forward.

How does he know the attacker hasn't moved the ball forward/backwards/sideways if he's only watching the wall?

Nothing new here. The rags spray it into the stands 20 minutes from the end of every derby match.

And I think City use it every game!
