Anyone know how to setup some VM's need about 16 all with their own dedicated VPN. Or point me in the right direction.

I'm not a VM expert by any means and TCIB sounds like your best bet, but I use VirtualBox and Vagrant for setting up VMs with their own IPs, etc. I'm on Linux, but I believe you can use these with Windows. In fact, I've just found this install tutorial on the medium website: https://www.sitepoint.com/getting-started-vagrant-windows/
Never ran any VMs on individual VPNs so I can't really help any further than that, tbh.
