Keegan should be above both of them IMHO. He gave us entertaining football, lots of goals, and a championship trophy. Of course he made mistakes, but it was a great ride for a while. Just a pity he ran out of ideas at the same time that the Wardle/Makin money ran out.

He should never have wasted £6 million or whatever it was on Blobby Fowlup.

It would have been much better used to acquire Daniel van Buyten and we would have had a decent amount left to further strengthen the squad.

Keegan was like a fucking magpie, grabbing the first shiny thing he saw.

All about opinions.

Sven played more attractive football and didn't get relegated twice. He was an excellent man manager, even the players who couldn't get in the team liked him. He got shafted by Frank. Had he got the couple of players he wanted in the January window (Modric & Podolski, IIRC), we'd have finished the season much more strongly but the players ran out of gas. If he had still been in charge when Mansour took over, he'd have been far more successful than Hughes: I think he would have won the league. But we might never have got his protege so can't complain too much.

I liked Royle immensely - he's top 5 in the likability stakes.

Sven was levels above Keegan as a manager. Keegan managed to waste plenty of money and didn't have the smarts to manage through problems. He did though give us one of the most entertaining seasons of the last 50 years.
