It's just your standard lazy journalist opinion when you've got nothing insightful to say. 'He needs to bulk up a bit' is something you can say about literally every 19 year old footballer ever except for Wayne Rooney and Liam Delap. Hell, even Luke Shaw was probably skinny at that age.
