He's fine. Good up to a certain level, found wanting after reaching that level.
Has never really spent money that wisely either.
Seems to be very good with getting the best out of a team he moves into, but once it comes time to start building his own team so it can stay punching above its weight it all gets spent on big names who don't produce.
It was like this at Bournemouth. Took them from League Two to League One when they were banned from making transfers, then got brought in by Burnley off the back of that but only finished 8th and 13th despite having one of the biggest budgets in the league.
Went back to Bournemouth and immediately took them straight up to the Championship, then got them into the Premier League within two years. Did really well in the first couple of years, keeping them up and then having them finish 9th while playing good football.
It was when he started spending the cash that things went backwards. Bournemouth had a big budget for a team at their level and none of his big deals really worked. Spent £19m on Solanke who scored 4 goals in his first 46 games for them, £15m on Lloyd Kelly, £15m on Diego Rico, £30m on Jefferson Lerma.
They went backwards very quickly and got relegated, at which point he left.
So he moved to Newcastle where Steve Bruce had been under-achieving with the squad they had at the time. He came in and added players like Trippier, Gordon, Bruno Guimaraes, Isak, and Dan Burn who were successful, but splurged £70m on the likes of Chris Wood (who bombed), Matt Targett, and Joe Willock.
I thought he'd turned a corner when he managed to get a real tune out of Harvey Barnes, Tonali, and Livramento, but it's since been shown that he's not the guy to take Newcastle from being a Europa League/Champions League group stage-level team to being a proper Champions League knockout-level team.
Getting them into the Champions League was a major achievement but they peaked during the 22-23 season and have struggled to get back there despite spending a huge amount of money. I think Newcastle will be looking for a slightly higher-grade manager to get them into the top four more consistently over the next few years.
£70m on Woltemade, £55m on Elanga and Wissa, £45m on Ramsey - the more money Howe has to spend, the more he spends it on players that either turn out to be not very good, or turn out to be much better once he leaves. He's a good manager that's very good at improving or tweaking an established set-up, I think, but limited beyond that.
