Only thing i can think it adds to the game is it pushes the value of players up by only being able to buy at certain times of the year.

It could be to do with reducing the impact of transfers on crucial end of season battles. It prevents richer clubs from trying to screw over their close rivals by taking players off them. I mean, imagine if there are 3 games to go and us and the rags are level on points at the top of the prem. What if we offered Shrek and Ferdinand a £10 million a game deal and made stupid offers on the rest of the bastards too? You can see how that might unsettle them.
