When is a crime not a crime?

After three unsuccessful burglary attempts at my wifes shop. We got told only one of them was being classed as an attempted burglary. This was because they actually managed to break down the outer door before being foiled by the inner door. The other two times, they disturbed the people in the flat above and ran away before managing to get in. Apparently being disturbed in the act and managing to run away before the police turn up 16 hours later, isn't regarded as a crime.
The latest one beggars belief. We share a yard with the hairdressers next door and turned up yesterday to find all the Yorkstone flags from the yard dug up and neatly stacked up awaiting removal.
We reported it to the police and they said no crime has been committed. Attempted burglary surely ? "Well we don't know that for sure, they haven't stolen anything and they might just have been working on the wrong shop"
What! In the fucking pitch black in the middle of the bastard night?

So the answer is. A crime is not a crime when GMP don't want it on their fucking statistics.

unfortunately, the crumbling justice system and the over-filled prisons have led to the police being given powers to decide what, when, how and why a crime is a crime and what suitable punishment is fitting

as an example, i read the other day about a child abuser that admitted the crime and was given a warning with £20 fine...the day after the father of the abused child received a parking ticket for £50
 
the police are shite in my opinion. michael parenti has some good views on how the police seem to think they should only help someone who has been threatened once they have been attacked.

the police will only turn up once the slabs have gone missing.

much as I respect you, Shadygiz, I'd say that that is complete bollocks unless you can back it up with proof. You do not get twenty quid fines if you physically or sexually abuse a child. Where did you read this?

I see people breaking the law every day where i live.\reported time and time again.Police not interested.
 
To answer the op's question,
If a single parent on Income Support gets a job for a couple of weeks in December to pay for christmas and doesnt tell the Department and the council, then that is a crime.
If a MP says that they live in a house that is miles from where they actually live, but is actually where another family matter lives, then that is making a mistake, but NOT a crime.
Or If an MP's husband wants to watch some porn, then his wife is entitled to claim the cost of the porn back from us taxpayers, this too is NOT a crime.

It was the case the other day at Minshull Street, a young lad abusing a little 7 year old boy i think, the 20 quid fine was for the original case.
