Premier League is the best because the gulf between the top teams and the rest isn't huge, like it is in Spain, Germany(Bayern take their closest rivals best players with ease) or France(Monaco 1 mad season aside, PSG are the only team with money).
No - they are in competition with the top clubs of Europe to get talent, that wants to make the step up to a top club. The problem is that e.g. Dortmund has to be stable for still some seasons before they really can hold their talent. You cannot go from near bankruptcy to on of the clubs that never have to sell in such a short period.
Dortmund is in a better position in Europe than Bayern was about 6 years ago. 2008/09 Bayern had problems to get to the third place, the year later they were Champions but it was a hard fight till the last day. The next two years Bayern was only 2nd and 3rd. When we talk about Bayern's dominance we really talk about the last four years in which Bayern just had an unreal team that is not just top of Bayern but fights for the top of Europe. I doubt that will last forever. (The dominance in that way - that they are always one of the title contenders probably will not)
In Germany there is Bayern and maybe Dortmund - but the rest is pretty close and everybody can beat and be beaten. The problem is that this clubs have quality but maybe because of the high number of talents aren't consistent enough. Clubs like Gladbach, Leverkusen and Schalke on their day can even make it Bayern hard to win on their day even if Bayern plays 100%.

The question is not the competivity of the league but of the football that is on the show. The table gets really interesting only in the last weeks of a season. A football match gets interesting for me if the tactics are interesting or their is a lot goal scenes in them. If teams are just running from one box to the other until someone makes a bad pass - and the technical quality on show is not very good it is not really much fun to watch. Ok, I like it when the underdog gives the favourite a show - that matches I love, too - but I usually only switch into them when I see that it is minute 70 or so.
When Bayern does not play Saturday at 15:30 I love to watch the simulcast in which they switch from on every ground whenever something happens. Do you have something like this in England?
