Who decides City transfer policy?

With Mancini apparently looking for more power within the club, this week. Can someone please advise who, within the City organisation, currently decides the club's transfer policies?

Obviously our Chairman (Khaldoon) and owner Sheik Mansour (and his family), will have to agree significant spending but is it Marwood, Mancini or a committee who submits the proposed player acquisitions and disposals to our Chairman and owners?
 
Player movements is Marwoods role pretty much from top to bottom Once tragets or player surpless is identified its his job to bring them in or farm them out.

It is a commitee with Mancini and his staff heavily involved. They factor is alsorts

Should we sell him this summer?

No: First team choice, very consistant, good engine, good pro, not the highest earner

Yes: 31 now so might not play 3 games a week, value is depreciating as his contract and age move on so re-sale value is at peak now, what other players are available

There is almost endless data goes into these decision, City have a decision science team that create models and bang in data from sources all over the club from finance, to scouts, to coaches and produce analysis.

The above is no doubt right for normal transfer activities. But there may be extenuating circumstances. Thus, as regards Tevez last January, Khaldoon al-Mubarak has stated:

"It was a landmark. We cannot allow ourselves, as a club, to be mucked around. It was a hell of a gamble for me, not to let him leave for AC Milan in January, because he could have sat out all year, but not played for us and lost his value. But I was firm that we are not rich people to be taken advantage of, to give him what he wants and let the market screw us."

I would think that the desire of Khaldoon and Sheikh Mansour to get rid of Tevez - provided that they can get what they consider a fair price - will override other considerations this transfer window.
 
When our OSC met with Marwood. Few weeks ago we asked the very same question.

He says our transfer policy is based on gathering the information from the outstanding knowledge of all the experts on the bluemoon transfer forum. He also stated that they were seriously considering not offering Mancini a further contract, as there were plenty of better candidates on the bluemoon general forum as found that they all new better than the current manager
 
if its fucking marwood he`ll sell yaya,dave,kun,vinny,joe and micah and bring in the england under 21 team for about £400m!! we always seem slow to move these days and i`m sure bobby gets fucking pissed off every transfer window!

tis true, so make sure you do a good job of bigging up your fav players. Phrase like hee's greeeeart and heeeeee's got a pair of feet will be really help full

Why would he sell them when he was part of the player acquastion committee
 
agents and players

the rest -- marwood, mancini, chairman, owner, back room staff just run around shifting blame and responsibility until the problem sorts itself out.

typical business policy. No decisions = no culpability.
