Who gets europe?

I've been wondering about this too.

So, assuming Chelsea win the FA Cup and things stand as they do today, the League/European Qualification works like this:

1. Auto Champions League Group Stages (Chelsea)
2. Auto Champions League Group Stages (Scum)
3. Auto Champions League Group Stages (Arsenal)
4. Champions League Final Qualifying Round (City)

5. Auto Europa League Group Stages (Spurs)

6. Qualifying Stages Europa League (Liverpool)
7. Qualifying Stages Europa League (Villa)

... or am I missing something here?

What grounds wouldnt Portsmouth be allowed in on.
If they were brought out before the season kicked off and came out of Administration.

Or why would they Not be allowed to play in Europe

They haven't applied for a UEFA club license for next season as they won't be granted one in their current financial circumstances.

The BBC are reporting they are to appeal for a license, having missed the original deadline...

They state the Administrator as believing the financial position to be steadily improving and that it is now possible to submit the full accounts, etc. that are necessary to apply for a license.

Still, UEFA aren't exactly the most lenient of organisation - I don't expect they'll be successful.
