Why are teams allowed to set up the wall on free kicks?

I watched 2nd Bundesliga game yesterday and saw a team setting up a wall of two walls of 3 players with around a yard hole in the middle so keeper could see the ball. Never seen it like that. Both corners covered , but mid of the wall separated.
