To be fair, the headline is more dramatic than the story, which basically says we're planning to meet the restrictions but appear to be structuring deals in a similar way to the way we do it with wages. A smaller amount guaranteed but more in add-ons. I assume then we only have to report the guaranteed element of the fee up front and any contingent elements are reported as they are due/paid. Therefore any hold up is probably to do with working that side of things out.
