Zero moral fiber, and physical cowards, and I suspect the latter is really the case - "what if they come around, asking if it was me?".
Stealing from the purse is always and everywhere unacceptable (Judas). They are MOCKING you, daring you to do what is right. They are sneaking into your kitchen whilst you are watching Top Gear and getting a few quid from your wallet, over and over again. Their actions from their perspective have nothing to do with social justice (eh?) or any form of modren political theory.
If you do support the welfare state (broadly-speaking) these kind of people actually work to it's disadvantage which is the disadvantage of those who truly, though no fault of their own, are unable to sustain themselves.
