Why do we think it’s wrong to report people for getting away with things, no car insurance who kills a family in a car crash, he’s a good lad tho, house robbing bastards who cause untold misery to families then go and sell the knockoff goods for a bargain price, cheers mate what can you get me next, or the drug dealer selling drugs to our children and watching them die, do you know people selling drugs, it’s ok for them to keep making lives miserable, so we just close our eyes to these people. Is this because it’s never affected you so it doesn’t matter till the day it does.

Setting the jokey responses aside for a moment (although they make good reading!), I think the gist is don’t report someone on the basis of assumptions.

What it means is that this Government is screwing people over so if this girl is earning a bit an the side, good luck to her.

I think that last bit is right. Up to the OP if he wants to report her but be 100% she’s on the fiddle.
