Each LA to provide a comprehensive drug programme comprising, diagnosis, counselling, and treatment both heroin and substitutes. Note Treatment, not legal bollux. Heroin is a controllable medical problem, just like alcoholism. Free to all.....much cheaper than policing. Its a clinic, just like STD places.
Note, this is heroin, which is dangerous, other drugs much slacker regime.

Well thats not the experience in Switzerland. Under the old British model, there was leakage into the illegal market, caused by a handful of rogue doctors which is why i added that note of caution. The presence of a free clinic minimises this risk. The existence of risk is not a good reason for not doing something, but is often used as an excuse for inaction.
