They weren't 'new' rules though from memory, they 'clarified' the meaning which caused us to fail.

They completely changed the calculations in the appendix
So not a new rule but a change retrospectively in how the rule was being applied

We employed the people who wrote the original guidance, and it was pretty clear in the first place. There was a specific calculation which we followed
