Don’t think the relevant provision within that Act can apply to a public highway mate.

Not only that but there are only so many coppers on the street at any one time. When a demo or march is planned and advanced warning is given the cops can wheel out the large prison type vans to take them all away in. This was a Saturday night in Moss Side. They would have had the normal 'Black Maria' type vans and about 10 cops on duty. How do you remove 800-1,000 people. How do you make your way up to the stage and arrest the DJ with out major disorder.
The law being quoted was a typical politicians law, it looks great on News at Ten but it very hard to implement in the real world.

That law was used extensively when it was rushed through, and for the exact reasons it could have been used in this instance; breaking up raves.
I was a victim of its enforcement on several occasions in another life.
