According to Ric's recent interview - we did. And Mangala was £42m not £32m - City spun both transfers as well as lying about our interest in Bony a couple of weeks ago and claiming Lampard was on loan.
I don't think you can criticise any of our managers on transfer policies. Hughes was taking a club that had money, but no reputation in Europe and trying to take it to the CL. We had to buy those kinds of players to take us to the next level. Yes mistakes were made. Santa Cruz was never going to do much, Jo was awful, but for the most part he did very well and the likes of Barry, Lescott, Zabba, Kompany and Tevez took us to the next level.
Similarly Mancini then attracted the next tier of players, and bought some dross too. That was largely because we went from Plan A - Hazard and RVP to Plan Z - Sinclair!
Pellegrini has had to re-shuffle the squad, sell off highly paid players and try and bring in individuals under strict spending rules. I'd say he's done pretty well in general. Navas, Negredo, Fernandinho, Demichelis, Caballero, Lampard have all added something to the squad. Negredo's now been replaced with Bony.. great signing. Jovetic can still prove himself and Sagna is capable of much more. Our squad has significantly improved now and Pellegrini has done it whilst having to make tough choices on who to keep and who to sell. There's more to do but adding Bony was a great buy and in the summer we'll have to make some big decisions. He's led by the board but he has improved us.
