Who will we turn to if nothing goes to plan?

What are our plans ? Serious question. Lot of people trying to be ITK's making many assumptions.
I have read nothing concrete about our plans. So how the hell are we supposed to know if they
fail or not ?
 
If none of Pogba, De Bruyne, Sterling, Robben, Gundogan or any of the top players we've been linked to work out then we shouldn't buy second-rate players who will barely improve our squad like we did in 2012 (with Rodwell, Sinclair etc).

We should promote internally (three or four of Denayer, Rekik, Lopes, Pozo and Iheanacho) and hold on to the players we would otherwise have sold (Dzeko, Nasri, Navas etc). The worst case scenario would be selling players without any plan for how to adequately replace them.

I have a feeling that because of FFP rules being "relaxed", a lot of things will go our way in this transfer window.
