No that's not true.
We can be punished despite clearing it with FIFA if CAS decides that FIFA's advice was wrong.
It's stupid, but it can happen. It's the equivalent of your lawyer telling you something's legal and you doing something illegal after he's cleared it. You can sue the lawyer for incompetence, but you still committed the crime, and don't avoid punishment.
We could then appeal based on the fact FIFA told us we were in the clear, but that would happen after we got punished by CAS.

It's Boateng IIRC. There was a user who said as much a couple days ago. He correctly predicted Fellaini to the Rags, Negredo/Navas to us etc. He hasn't posted here or on twitter since that transfer window several years ago, he isn't 100% correct but I'd wager he's got some really good sources and is right about 90% of the time. Well I guess that depends on what you consider to be BIG MONEY. I'd wager he'll cost us £50-70m. He's turning 29 in September, but I think he has 3-4 really good years ahead of him and and if Souton are pricing VVD at £60m I'd much prefer Boateng.
