I think those are the rules. So doesn't apply to Sanchez.

Triggering a release clause and buying out a contract are two different things.

No, Neymar is about to activate his buyout clause. A completely different thing, and something that happens dozens of times a year.

For a start, Neymar only signed his contract last year, so he's 2 years away from being able to use the Webster ruling, but if he could, it would be a tiny fraction of the €222m + tax he is going to pay, probably about half.

It's nothing to do with how many games they've played. Sanchez could buy himself out of his contract now and it would basically cost him whatever he was going to earn in the last year of his contract (so if he was on £150k it would cost him £7.8 million)
