At the end of the day would any club buy a player for £60 million plus wages for one season? Could get injured at anytime. Factor in player would rather be elsewhere. Not a chance. That is effectively what Arsenal would be doing. Makes no sense at all.

It's the very problem Arsenal have, in a nutshell. Whilst City, Utd etc were an absolute fucking mess, managed by idiots, Arsenal siezed their opportunity by winng a cup & now see that as some measure of success.
