Think the point is very simple - the money PSG is willing to pay to Monaco (~ 200 million euros) and the offer made to Mbappe (allegedly north of ~200K euros per week) is way too fucking huge for Madrid and City. But PSG need to offload some players to balance the books first, which is why the announcement is not official yet. Monaco will sell to whoever makes the highest bid. City and Madrid are playing the waiting game in the hope that PSG are not able sell their players to make room for Mbappe financially. They'll move if that happens. That's my summary based on rumours. I'm a KFA, so take it with a grain a salt. I'm not claiming anything, just summarising the major media reports.

I've been a bit dim in not factoring in the fact that the world cup in Qatar is coming up. The marketing opportunities for PSG if they have Mbappe on the books is enormous, and I can well imagine they will do whatever necessary to sign him. It's an inevitable outcome I think.
