It's not 17 foreign players total. The rule forbids over 17 foreign players within the registered 25-man squad. Players under 21 do not need to be in the registered 25-man squad. https://www.premierleague.com/news/465277 - Take a look here and you'll see that City only have 14 registered foreign players. Regular players like Sane and Jesus are u-21 and don't have to be registered.

That is helpful. But in the champions league squad don't the under 21 players have to have played a minimum of 2 years for the club youth team. This is why I believe zinchenko was left out. It is also why Jesus and sane are in the main squad.
