That’s about it. Only they didn’t tell anybody that’s what they were doing, that wasn’t what they were supposed to be doing at the time , and a number of other countries would have objected to Brazil and France being seeded 1 and 2 at the time.

So you are admitting there is corruption, however you have no evidence to suggest that is the extent of it. Especially as numerous FIFA execs have been done for fraud.
