I think City may want to see more out of him before upping whatever the offer currently is. Luckily for us and Leroy, with Sergio, Gabby, and Riyad all getting back much later than the rest of the squad, he'll be able to work had and earn a starting place from the opening day of the season. If he plays well, he'll continue to be picked (obviously we'll rotate when we can, but more playing time than the end of last season). From there, City can up the offer and get it done.

There was is a saying apparently in German football that if Bayern are doing well the national team will follow. That underlines some of the devious tactics the German rags operate. I can’t help but feel that the strange decision to drop him for the World Cup is part of a longer term strategy to get him over to Germany.

I fear that Sane or his camp have given Bayern some indication that he will join them if the reports of their official approach over the last few days are true.
Bayern have been very outspoken in the fact that they required Sane to signal to them before they move forward with the transfer.
