I don't know. I guess thats something they will try and predict. How long they can hold this off until a vaccine is available. Herd immunity from what i can tell basically says a vaccine is irrelevent, we will just let people get it naturally and the consequences of that are mass casualties.
That's what it appears - the only way to get it is to expose high numbers, which inevitably will bring a higher number of deaths.
It may be that a slow spread can be managed to limit the number of deaths, but it still seems weird not to take fairly obvious measures to limit spread.
