Simply no need for various forms of taxation in some countries eg Saudi, AD, etc because a surplus budget allows its various costs to operate without the need to raise extra cash via taxation.
Money from those oil producers has gone untaxed to buy say City and PSG which could be seen as an advantage by others who have bought into elite football clubs.
It was pointed out to me that this tax advantage was the same City and PSG.
