Minnesota law originally defined third-degree murder solely as depraved-heart murder ("without intent to effect the death of any person, caus[ing] the death of another by perpetrating an act eminently dangerous to others and evincing a depraved mind, without regard for human life").[7][8] In 1987, an additional drug-related provision ("without intent to cause death, proximately caus[ing] the death of a human being by, directly or indirectly, unlawfully selling, giving away, bartering, delivering, exchanging, distributing, or administering a controlled substance classified in Schedule I or II") was added to the definition of third-degree murder.[7][9] Up until the early 2000s, prosecutions under that provision were rare, but they began to rise in the 2010s. Some reports linked this increase in prosecutions to the opioid epidemic in the United States.[10]

Minnesota law also defines the crime of third-degree murder of an unborn child, with the same elements of depraved mind and lack of intent to kill distinguishing it from first- or second-degree murder of an unborn child.[11][12] Both third-degree murder and third-degree murder of an unborn child are punishable by a maximum of 25 years' imprisonment.[7][12]
Second degree manslaughter definition:
Second degree murder is generally defined as intentional murder that lacks premeditation, is intended to only cause bodily harm, and demonstrates an extreme indifference to human life. The exact legal definition of this crime will vary by jurisdiction.

While some states don't use the term "second-degree murder," they probably still divide the crime of murder into two different degrees and impose lower sentences for the lesser crime.

An arrest will just calm the protesters, its a long road to a conviction unfortunately and no guarantees of it either in that fubar country

Absolutely, in a dream world.
If its 12-18 months till a verdict, anger dissipates over time.
I think they should have lynched him before they got him in safe custody.
 
As many fret about track-and-trace and the authorities using our phones to control us, a poignant reminder.

Unfortunately the last sentence is also a statement of fact. If he said when you start looting others should start shooting then that is inciting violence. Personally I have always been uncomfortable with riots I think the main issue can be lost.

Saying that I would forgive whoever shot Trump mind as hypocritical as that sounds.

Do you not think rioting is the very last resort of not being heard?

Nobody can understand why this is not murder in the first!

He mentions the death of Australasian victim, Justine Damond, by officer Mohammed Noor. Interestingly, a Black officer as the first to be found guilty of a killing. No cam evidence and the same kind of shooting we see regularly on vids.

Really interesting.

America has never really changed. Too many rednecks outside of the coast and now a redneck in the White House.
 
Biggest mistake was for the black population globally to turn the other cheek. Centuries of abuse, slavery,apartheid,segregation,unlawful arrests, lynching and people say "Oh but two wrongs don't make a right, don't fight back, engage in constructive debates and stay steadfast, pray"......and then the same people turn around to drop bombs on Nagasaki, Napalm on Saigon, 24hr air bombardment against the afghans and I am like "Hey, didn't you just say turn the other cheek?"
