What he is talking about here is one of the other 3 branches of government that are, as per the constitution, independent of the other branches and non political.

So given he is signed up on oath to defend the constitution this is the bit he is supposed to not say in public!

46% of civilian owned guns Worldwide are in the USA. There are approximately 120 guns per 100 residents. Weird, because only about 30% of adults say they own a gun, and 43% report they live in a gun owning household. The majority of those are Republican voters though.
