Can anybody clarify how late UEFA were in bringing charges that were time barred?

I read that UEFA rules put a 5 year time limit on investigation of breaches. So If the charges relate to the 2014 settlement and it is now 2020, does that mean they were nearly a year late? Seems rather stupid to me if that was the case.
