If we are to use him,then that is where we will get the best out of him.It may be an unpopular opinion but I can see Gundogan playing the David 8 role, albeit off the wrong foot. He’s the nearest we have to David in terms of composure, technical ability & completely lacking in pace. He may still have a role in a double pivot but imo Fernandinho/Rodri would offer more than him for that.
