2m is a largely meaningless number anyway, its nowhere near large enough to protect you from airborne droplets. It was just plucked out of the air as an achievable distance that people could/would follow.
If they're 1.5m apart and all wearing masks the difference isn't going to be significant.

Some countries similar to the UK have recommended distances below 2m when prevalence has fallen and with other mitigations in place. France, Italy and Singapore recommend 1 metre, South Korea recommends 1-2 metres, and Germany, Australia and the Netherlands recommend 1.5 metres. Denmark and New Zealand have reduced their recommended distance from 2 metres to 1 metres with mitigations.
So yeah, they're all fucked then! Grouping vulnerable people like that together in a room sat about seems like a really bad idea.
