Whichever way you dissect it, Liverpool missing on CL doesn't give them a "free hand" at the league title next season. For starters, it's an already unhappy camp, so players won't be too pleased about Thursday night travels. Some would want out (and their owners would be ok to sell as well as to cover finances lost due to not qualifying as they have in the past). New signings (standard of players) coming in to a club not in CL is another issue. And with Euros in the summer the transfer market would be a little congested towards the back end anyway. That's all the issues without the next season even starting ...

Then week in week out even if he dumps the EL, the squad would still travel every gameweek and be on the bench at least (he can't be seen doing to EL what he does to Carabao Cup, even in there his first teamers are on bench at least) ... travel aside, Europa League is always a hinderance in any title challenge as for the first half of the season you never seem to play first on most weekends (Thu-Sun, instead of Tue/Wed-Sat) so are always in that chasing mode each week even from the start of the long season.

So as far as they are concerned (or any team) if they're title challengers, one's always better off them tied down on Thursday nights and in Europa League rather than in CL or not in Europe altogether.
