So are you saying that Barca drew up a contract on the 30th June?
The negotiations can't be concluded until Barca fulfill their wage cap obligations I assume

This time last year every in the know close to Messi was at it tweet after tweet that Messi will be staying another year, every other "tier" nobhead was at it.

Doesn't seem to be any rumour or indication from the City side that we've been doing any work on signing him this summer. Quite the contrary situation to last.
At a guess, I'd say City have had enough of being used by Messi as a cudgel to whack money/concessions/Managerial changes out of Barca.
Would have loved to have had him any of the the last half-dozen times he was playing these games. But then it is extremely questionable as to how realistic the possibility of him coming here ever was. Even last year, which in retrospect just seems like anti-Bartomeu politicking.

The rumour is that their wage bill is circa - £240m - so that's a mere £100m to save in a few weeks - they need to get George Osbourne in quick....

Why don’t Barcelona give every player a new 10 year contract but on less money over the ten years years they get there money! Did that could reduce the wage bill by half!
Good thinking... they would probably get relegated in 8 or 9 years time.... with the oldest squad in La Liga.
