Verstappen knew what he was doing, you move over when you're giving the place back, Verstappen brake tested him.

It's should a huge time penalty or DQ for Verstappen.

That Hamilton didn't know looks obvious, but rather inept.

Verstappen looked to be trying to let him go after neutralising the speed differential as much as possible - as has just been suggested, in the DRS zone.
