I'd expect both teams to be trying to influence things as much as they can and they did so, and they need to be told it's unacceptable.

That would be fine but you either let all the cars un-lap or you don't.

You don't just let 5 move out of the way so the car on fresh tyres gets a run on the other.

Which is why there is a rule book.

It is in black and white . "once the last lapped car has passed the leader the safety car will return to the pits at the end of the following lap.”

That never happened. Masi broke the FIA rules to get the safety car in before the last lap to give Verstappen the race.
