Prosecutors won’t go for them and the authorities won’t either for the commitment to full cooperation. This is not a unique situation, it's common practice in these sorts of grooming scenarios and I think there's a fairly well established procedure of not prosectuing these older children who're coerced and threatened into recruiting younger children.
IIRC lots of thes Epstein/Maxwell victims in Florida did the same thing, it's in the Netflix documentary series, and they weren't prosecuted because it was understood they were minors, they were victims, there's no public interest in going after them (they're not a threat to anyone now) and they were very good witnesses to go after the real perpetrators if given immunity and therefore freedom to speak.
You certainly cannot compare it to Maxwell who was in her 30's and already incredibly wealthy when she started her relationship with Epstein.
Andrew’s victim isn’t a threat to society now so there’s little point when you can get those who should have known much better.
