Not sure to be honest, if the FA claims the revenue from ticket sales, then I think it would be okay. Donating the proceeds to the Ukraine crisis could be a PR win as far as the FA are concerned

I suspect the special licence hasn't been worked out and will be amended/extended heavily in the next few weeks.
