Assuming @93.20blue is posting in good faith, I assume he/she cant post the actual name else it formally leaks and puts their ITK status at risk from being trusted with similar info in future.

Can get away with it on lesser news but if its major and all involved want it kept under wraps until final then he/she needs to balance keeping it under wraps and (for whatever reason) proving their ITK status. But a name is unlikely to be shared.

Very true they normally have no problems with being open regarding transfers so I'm sure if there is any truth in this we will hear about it over the next couple of weeks (which I think there is with 93:20blue being very reliable).

PSG have made it quite clear that they are willing to listen to offers for Neymar, I think the hardest part of the deal could be the wages, It's all about finding the right structure.
