I think so yeah.
Liverpool are more dependent on Champions League money to attract better players whereas United have spent more than us in the last decade despite missing out on the CL a few times.

Same. United have undoubtedly improved under Ten Hag but I will always consider Liverpool a bigger threat whilst Klopp is still there simply because we already know he's capable of challenging us for the league.
