Worst thing about this as I understand it is they waited to get a better fee for Johnson from spurs, so his fee went into a different accounting period. Are the P/L saying they should have taken a smaller fee earler and everything would be okay.

Yep. Absolutely screwing it's own product. The fucking idiots have well and truly backed themselves into a corner with this approach.
Many other sanctions could've been applied before it got to this. Transfer bans, fines incremental points penalties as a final option.
One point would be enough moving to three maximum for the most severe cases.
