That's a good point. Everyone comments on players being put off by the charges, but we've still had executives join the club in the time since they were announced. If City's charges are an issue then surely players would be put off joining a financial basket case like Barcelona, where you're not sure you'll be paid or eligible to be registered as a player.

He can have whatever break down of charges he wants, nobody at City can give any cast iron guarantee of what will happen and if the worst happens Viana tears up his contract and probably goes to the rags.
